Asking about donations when player doesn't have enough money

The game will stop and ask if you want to make a donation... even if you don't have enough money to make a donation. Not that big a deal if you're playing real-time I guess, but kind of annoying in turn-based games when the game waits for a player to respond with the obvious answer before going on to the next player.

Or maybe I am missing something? I'm not that experienced in the game. Is there any reason not to just automatically pass over players who don't have enough money for donations?

Yes, at any time you can trade goods cubes for $1 each. The game will only ask if you want to make a donation if it is possible for you to afford it, including by making this trade.
