Again, 60 000 of games played on BGA. If you think something that obvious is broken, then probably you misread the rules.

I didn't think it was broken

Kiosque and Pavilion Tiles : are x1 size - no question for flipping
Petting Zoo, Reptile House and Large Bird Aviary : are Special Enclosures. They have at least 1 axis of symmetry - no question for flipping
Unique Buildings, which is what you refer to, come with sponsors. From the rules and IRL game you can see they have a different back. It's a pity, as they could have been designed so they could be flipped, but that's not the case. We need to live with that. Only a few of them are concerned though, without any axis of symmetry.

It happens within the physical game as well one chose to pick a sponsor without the possibility to place that unique building. One should be more careful when they pick these cards.

Honestly I suspect the fact that you can't flip special buildings is possibly by design as it adds extra challenge to using them properly.
