[Stone Age] More than 12 tools

It is possible to have more the 12 tools. It is said, that you can use these tools to increase people. But how is this done???

I do not think it is possible to have more than 12 tools. In the physical copy of the game, there are tool tiles. One type of tile has a 1 on one side and a 2 on the other, and the second type of tile has a 3 on one side and a 4 on the other. I don't have the rules with me, but I think the most you can have is 3 tiles, and when they are all on 4, you're maxed out.
Tools are used as "extra pips" (a pip being one dot on a particular side of a die). If you have a tool that is a 1 that you haven't used yet on a turn, and then you roll two dice for wood, and the total of those dice equals 8, you can use your tool to have 9 "pips" and therefore earn 3 wood. The only catch is, you can use any and all tools on any dice roll, but you don't get change. For example, if you rolled two dice for wood and they equalled 8, and the only tool you had not yet used was a 2, your total would be 10 and you'd get your 3 wood, but you can't save the extra 1.

Yet with maxed out fields I have gotten to agricultural level 11 when a shop card was played. The eleventh field wasn't counted for scoring purposes however.
It would be nice if the game double-checked that you wanted to put meeples on a maxed out location. One earlier game of mine I'd tried the love shack when I was already at 10 meeples. Only afterwards, when I was taking back my pieces did the game remind me that 10 was the most I could have, so those two meeples' turns were wasted. It would be helpful if you got a confirmation dialog before you placed (like when you decide to end your turn without using all your guys), so that you could still choose a town placement to block another player, even if you were to receive no further benefit..
