Random scenario in Memoir'44 tournament

If the scenario is set to 'random', is it a different scenario in every table? if it is a two stage or multiple stage tournament will it be the same all the stages or just in the tables of the same stage?
Why there must be set three scenarios but only one is really used?

Random for each individual table
