When constructing a building with the Collapsing Capital tile that gives 1/2/3 VP, should you get bonus VP based on the location of the building, or based on how many spots are filled? The icon on the tile suggests it is location, but the rules seems to suggest it is spots filled:
"If you Construct a building (not Superproject) with this Action on the first/second/third building spot of its respective row, you receive 1/2/3 VPs."
Normally, the last spot would be the right-most spot, but if you have Path of Dominance B, you can put a Superproject on the middle+right building spot, before constructing a building on the left spot.
So you're filling the third available spot, only it's the left-most spot (what many would consider the first spot).
Here on BGA, the implementation gave me 3 VP.
