Does an absent player kick off his opponent in Single Elimination tournament?

I know that there are multiple theads of this subject, but I did not find a clear answer:
Does an absent player kick off his opponent in Single Elimination tournament? i.e. if the there is a cup tournament of 16 players and 1 does not show up, is his opponent kicked out of tournament?
Or if in some table neither of the players do not show up, what happends then?
Edit: this is a two player game (Memoir´44)
