Mascarade custom set pick by host

Once I played a Mascarade game with the custom set option,
but it seems that the player who determines which masks are in the game is random.
I am suggesting to give the host (player who creates the room) all the control to choose the masks in the custom game set.
I think it makes more sense that the player who created the room should pick which masks they want in play, right?
