Why people refuses to play the same game 30 times in a row?

Sometimes when I ask to play a game and participants are found, there is one person who refuses. And if I ask to play the same game again immediately afterward, participants are found, but the person who refused to play earlier refuses once again. And the same person can refuse to play 3, 4, or even 5 times in a row. Why would someone suggest playing a game if they are going to refuse, and why do they persist in doing so?

Why not just directly ask him/her?

If you ask immediately after (<20 seconds), that person could have not the time to find the game to leave.
It can be pretty hard to know how to leave if you don't know where to click.

I sometimes do that but it's because that person's score is so much above mine that I want to find someone else. I wish you could look for someone based on score if it is desired.
