Ok I am sure im just missing something. I don't know why I can not play two association moves when its on a five and the card is upgraded. I have available workers. I wanted to add an associated zoo and the 2 point reputation play but I couldnt. I also could not use the 2 point reputation on its own when the association card was on two with unused workers.

are you on 9 reputation and are lacking the upgraded cards action?

My reputation was on 9. I did not have the cards action upgrade. But how does that have anything to do with the association upgrade? Im just asking as it isnt making sense to me.

Having upgraded Cards is a prerequisite to having more than 9 reputation, gently reminded to players by the pink coloration and Cards symbol.

No, he's saying that if you are AT 9 reputation exactly
AND you haven't upgraded the Card draw action
THEN you wouldn't be able to gain anything from the 2 power association action (as it only raises your reputation, but you're already maxed at 9), so it grays it out since you effectively can't use it.

Did that make sense?

You need to be able to raise your reputation in order to use the increase reputation action.

Ok I think I maybe got it now. So you cant raise your reputation above 9 until you upgrade draw cards action?

Yes!

And if you look at the reputation track, the colors change between the 9 and 10, and there's a circle with the level 2 card draw action in between the 9 and 10 (and colored like the 10+ part of the reputation track) as a visual reminder.
