Board Game Arena

figured I'd check here first, before filing a bug on this one.

On the North America Map (ie Canada) .. using Mines in a 2 player game. There are 5 mine cards. The rule book indicates that each player can place 2 mines each. In my game with my friend, he was able to place a 3rd mine.

Is this a bug? or is this intended on this implementation ?

Just figured to check in case I'm missing some errata/clarification

I will double check when I get back from vacation in the beginning of July
