Restriction for players who exceed time to terminate a game if other players exceed time

I have experianced several times when you wait for a player (A) who has ran out of time (multiple times in game). And then when another player (B) misses time , that player (A) you were waiting for in good will expels the second player (B) who misses time. I do not think its fair.
I would propose some kind of ban for those who exceed time first to ban onther time exceeded players.
For exaple in multiplayer game only those that have not exceeded time have the right to terminate the game.
Or same other restriction.

I have seen this behaviour too and it definitely doesn't seem fair to me. So yes, a change would definitely be good. Your suggestion definitely seems like a good place to start.

... or, when a player is expelled, ALL players who are (or have been at some point) in red should get a penalty.

I made a suggestion there, that a player with negative time can only expel if the other player is more in the negative time. So that at least he has to give the same lenience he himself had received. Only if the other player goes even more into the negative zone, he will be allowed to expel that player.

Doesn't this happen anyway? Or rather, all players get a time penalty, but only the booted one gets a booting penalty/karma hit (which possibly is what you mean).

No, all players get simply a notice in their profile that they were overtime, it carries no karma or ELO penalty. I suggest all "slow" players could get the same penalty.
