The rules for creating tutorials say that a game can have only One OFFICIAL tutorial, so i ask here

Yes, you can create all the tutorials you want, but I don't think it will be able to be used as "official".
Then not many people will be able to find it.

I guess if you want to share a tutorial about a specific thing in a game, you will have to communicate about it (on the forum for example).

Sadly there is nothing yet to have multiple tutorials for a same game, so the main and only tutorial is for the base game.
I hope BGA will allow someday to mark a tutorial as "for expansion", alongside with the official one for the base game.

There is a suggestion to have more than 1 tutorial per game, e.g. 1 tutorial for the base rules and 1 for esach available expansion / option:
