4/5 complexity?

if the tutorial video is 3mim, it can't be higher then a 1/5 for complexity. Possibly high strategy.

Empire Plateau is designed to be easy and quick to learn with Zero luck but deep strategy, Stats should therefore be bought down to reflect these attributes.

There are different parameters for "strategy" and "complexity" on BGA, therefore having deep strategy isn't necessarily the same as complexity. What is the difference then? In the discussion mentioned above I proposed to evalute only the rules for "complexity". So I agree with Bagel-Merchant that 1/5 for "complexity "for Empire Plateau is appropriate. You said: "Empire Plateau is designed to be easy and quick to learn", so do you agree that concernig the rules a rating of 1/5 is fitting?

How would you define "strategy" and "complexity"?
