Rules interpretation for "largest group of adjacent houses"

I was playing this game https://boardgamearena.com/6/akropolis?table=394926280 and I noticed that my opponent seemed to have a mis-scored count of blue houses. My opponent has two groups of adjacent blue tiles, one on a level 3 next to another on a level 2 (for 5 total) and then another group with one on a level 2 next to two others on level 1 (for a total of 4). The site is calculating his blue tile bonus as 1x4 rather than 1x5, is this a bug or intentional based on the rules? The rules say "largest group of adjacent houses", does that mean that because the second group is larger (3 tiles rather than 2 tiles) it is counted, even though the smaller group is worth more?

It doesn't judge based on value, it judges based on total number of tiles in the group, regardless of level.
