Where are the swift start cards?

I've played many games now and I don't think I've seen a single one of the cards from the swift start pack. In the core game, it's recommended you shuffle these into the deck once you've learned the game. Is there some reason they're not in the BGA deck? Could we at least get an option for them?

We don't even have the swift start pack in the table game outside of america...i consider these cards as promotional and not existing

They're standard cards, not promotional. They've been in every box for many years now. Some localizations might do things differently and produce nonstandard versions of the game, I guess, but Monster Couch has them in all their languages I believe.

Is there an issue of not having permission from the publisher? I find that surprising. I know the EE cards are added but there's no permission, so it seems like just adding cards isn't too hard and their powers are pretty simple.
