It always seems like a hidden underground joke to me, that only a part of BGA understands it, but is unwilling to properly explain it (to those less aware of the joke); or at least, I haven't seen anything explanatory, just variations of the same joke.
So no reason to ask.

My guess is that a BGA former founder is/was based in Flanders. Not sure if that's the thing, though.

It is a right of passage for new members of BGA to be perplexed by this. Welcome. I just responded to this same question in a different thread:

It's a running "joke" that predates my tenure here (c. 2020). I've read rumors (but not seen confirmation) that one of the founders has some connection to the Flanders region of Belgium. Hence Ned Flanders (or a character with a strikingly similar look and feel of "The Simpsons" character Ned Flanders) being embedded in the artwork for almost every new release. Just think of it as a BGA version of "Where's Waldo?"
