After a BGA site problem, restore people's timers on turn based games

When the site is broken for a while, many people playing turn based games may miss their chance to make their moves for the whole day, or half a day, if the outage happens during that time of the day when they would normally have time to play. Although the site waives karma penalties _during_ the outage, for turn based games people probably don't want to quit (I know I don't) or may not be able to quit during the outage, but may run out of time later because they couldn't move earlier and then they had to be away and couldn't play later. Then they get a karma penalty.
My suggestion is that for any general outage of the site that lasts longer than an hour, after the outage is resolved, restore everyone's timer on turn based games to at least 12 hours, if their timer has run below that.
