Show a list of what games BGA has the license for and allow the community to crowd-fund paid developers to make them.

I know BGA rely heavily on free volunteers to develop their games, but that just encourages developers to go after the simple, short games in their free time. If developers could be paid, then we might see more complex games being made.

I dont think it would work.
Currently the big hits are already done as paid job by freelancers. So it's not about simple VS complex games for volonteer, but rather popular VS less popular ones. I have already seen several volonteer devs go with a complex less popular game. The thing is that the longer the developpment take, the higher the risk the volonteer dev may give up / have something else to do.
So in this regard, then your proposal could sound like a good solution. But again, since it would be about less popular games, I really doubt you would find enough players interested to give money to motivate back the volonteer dev.
