Board Game Arena

I have the Alien Tech institute in my tableau, which gives a -2 cost to all Alien Technology worlds. I am now trying to play the Alien Rosetta Stone World, but the -2 to cost isn't being applied (it still costs 3, not 1). Why is this?

because, despite it's name, it's not an alien (yellow) world. It's grey.
