The way the game is implemented now, you can achieve twice with endorsed Charitable Trust while only melding one card.

After drawing two cards from the echo, the dogma will give an option to meld either card from your hand, which activates the achieve or return option. However, on the second pass, both cards remain options to meld in the top bar even if one was already meld from the first dogma. You can 'meld' the same card again, which results in no change, to activate the acheive/return effect.

Is this intended behavior?

Yup, it is! Although in the 4th edition, this card will be simplified so that it only refers to the last melded card.
