I am playing Table #406872504, Move #213. It is the 4th (final) round, and I want to place steam pumps in an area in which no mine has yet been placed. I click on the steam pump icon in the table, and little yellow squares appear around water drops in developed mines (and I know I can place pumps in those places), but nothing happens when I click on an area which does not yet have a mine (but does have a [disclosed to me by peeking] number of water drops). According to the rules, I should be able to place steam pumps in such an area . . . ?
What am I missing. Thanks!
