What determines the number of levels in Arena mode?

For example I don't understand why Wingspan has so few levels. There are more Elite players than any other category.
I figured it was number of players, but your statement seems to contradict that. And indeed, Space Base has around half the player base as Wingspan, yet includes a Platinum level above Gold that Wingspan does not. As does Race for the Galaxy, with 2/3 the player base again. And Abandon All Artichokes with only 20% of the players of Wingspan has both a Platinum and Diamond level above Gold!
I don't think it matters about the number of Elite players, I have seen a number of games where the Elite players outnumber all other categories.
Based on Abandon All Artichokes, I'd wonder if playtime might factor in, but I would expect Space Base, Race for the Galaxy and Wingspan aren't wildly different in terms of playtime.
