You did not link the game or post a screenshot, so how can anyone explain the situation to you?

You can get workers from the reputation track (rep 8), the partner zoo track (3rd partner zoo), a conservation project cube bonus on maps 1-8, the talented communicator sponsor, and any animals with the full-throated ability. Check for all these things.

And another source that is usually forgotten, at 2 conservation points you have the choice between a worker and an upgrade

archaeologist sponsor and map A is a cococombo breaker, works equally well with side entrance sponsor.
You should not play map A more than to learn to play or with friends.
