why did the game end in a tie?

Can someone explain to me why this was a tie?
This person conceded. Doesn't conceding mean a win for the other person who chose to stay in the game?

This is a visual bug across many (perhaps all) games that surfaced recently. If you check your game history and the ELO gain/loss you were registered as the winner
