I read the rule book and it says ‘using an effect or bonus is optional’ but the game doesn’t give you the choice, it just activates it
I know usually you would want to activate anyway but there would be circumstances when you wouldn’t want to like if the deck is low and you don’t want to draw cards

You should post a suggestion for this, quoting from the rulebook, and then put a link to that suggestion here to get people to vote for it.

You are right! And I guess this would have some impact on gameplay. And Cos- is right that https://boardgamearena.com/bugs?game=1841 is the correct place for it, but as the rules are not followed correctly, I'd call it a bug, not a suggestion.

Could you help me determine which cases, it can be useful to decline a bonus or an effect ?

OMG it will be so boring to click on 'yes i want to pick a card' after each action...
