Could not choose 1st Gear

The game forced me to play 2 cards and would not let me choose 1st gear. Why?

1-you were in 4th gear the turn prior, and you can't change more than 2 gears a turn, so changing 3 gears to get to 1st wouldn't be legal.
Or
2-you were in 3rd gear but had no heat to use (you can only shift 1 gear position for free, the second costs 1 heat).
