Chain of actions without effect - bugs or no?

Recently I tried to play a chain of actions. I chose a Silver Fir and paid for its with cards of the corresponding color, after which the effect of the Silver Fir on the placement of the animal worked. I decided to try placing the bear in hopes of using its effect to move cards from clearing into the cave, but what was my surprise when after playing the bear card no effect happened. There was no bonus for extra moves and there shouldn’t have been, but why didn’t the card effect work? The rules do not indicate this point in any way. Perhaps someone has encountered a similar situation? Or should this be considered a bug?

When you play a 2nd card using the bonus effect of the 1st card, any bonus effects from the 2nd card cannot be used. This is true with the mole card as well. Otherwise a player could just keep playing within their turn.

The rules are very clear about this. When you play a card as a bonus, that card's bonus and effects do not happen. Not only are the rules very clear about this, but it's also in the tooltips on BGA when you hover the mouse over a card with a bonus, and in the message you get when you get the option to use a bonus.
