Ark Nova: Upgraded Animal reputation bonus always first?

When using the upgraded Animal icon at power 5, it also provides 1 reputation. In BGA it always moves the reputation first before allowing the player to play animals, is this as intended in the physical game? I thought bonuses could be taken in any order?

Yes it is intended and was confirmed to be correct by publisher.
