severe punishment for players who force others to abandon

They arrange the game and do not finish the game on purpose to force the fourth participant to abandon.
It happened to me at the table * .
They don't finish the game and make it impossible for others to play. I spent more than 30 minutes in a stopped game just going through the rounds. Ridiculous attitude.
Looking at their profile I conclude that this is not the first time. I believe they did the same in the last 14 games.
I would like severe punishment, because in addition to arranging games, they also force others to waste time and the only way out is to abandon.
