Recon expansion rules

Is anyone able to fix the link for the recon expansion rules?
How rule links get made isn't something that I've figured out on BGA, so I can't help you there.
But a good thing to do is often to go to the publisher's website(*) for rules. Here's the publisher's page for Arctic Scavengers plus expansions (which appears to be how the game is sold by default these days)—there's a PDF available off of that page.
(*) Note that some publishers are better than others about providing rules.
