Board Game Arena

When I play my first associate at level 5 to support a conservation project, it uses 1 associate. After a turn or two, I'll use the associate card at level 5 again to support a conservation project, and it uses 2 associates. I've tried looking up in the rulebook why this happens, but I can't find it. Can someone please help me understand?

"If 1 of your association workers is already on this task, you must instead place 2 to perform this task."
