Why last round triggers?

I have appeal counter on 64, and CP counters on 65. So they didnt cross. But the last round had triggered? Is it bug or I dont understand some rules?
In my opinion it was the best situation before last move, but instead I lose my last turn.

CP is NOT on 65 appeal, it's on conservation 20, which embraces appeal 64-65-66, so they are crossing as explained in the rulebook in such a case

so the crossing on common CP counter, not on appeal counter?

so the crossing on common CP counter, not on appeal counter?
Every CP comprises a range of appeal values. For purposes of "crossing" you always consider CP as being "equal" to the LOWEST Appeal in its region.
So for 20 CP, the endgame is triggered as soon as you hit 64 appeal or above.
