Board Game Arena

Now I think I know the rules but one thing keeps eluding me. Sometimes the game will end when the non-dealer player still has a card left and other times it will let the non-dealer play their last card. How does it determine when this happens?

That happens when the dealer scores a yaku with their last card.
The dealer stops as they cannot declare Koi obviously.
