Stress/Boost Shuffle

The rule pdf seems to indicate that cards that aren't 1-4 speed are discarded. Some turns these temporary discards are shuffled back into the draw deck (usually heat cards) and other times they're put into the discard deck (seems like 5s and 0s).

What's the difference between shuffle into draw and discard into discard deck?

they are all put in discard. however, if your deck runs out, and you still need to flip for boost/stress you immediatly shuffle your discard pile back to your draw pile.

Cards ignored when flipping for a + or boost are immediately put into the discard, not waiting for the end of turn.
And discard gets shuffled to form a new deck when you need to draw a card and the deck is empty.
Shuffling is notified in the log.
So it can happen that you draw the same card twice in a round.

Also, it isn't all 1-4 cards that are kept, it is standard 1-4 cards (no name and a tachometer at the top) that are kept. Note: all 1-4 cards are standard if you play without the ameliorations module.
