How to effectively report someone who is ruining games?

I tried to report a player for trolling games but it basically says "players can play however they want". That seems not exactly appropriate.
There's a player who plays Tichu frequently that ruins the game by going Grand Tichu every hand no matter how bad it is. If you know the game then you know that is awful and basically ruins the game for your partner since it's a 2v2 game.
Why can't we effectively report someone for trolling a game like this?

I would think that you've already given this person a red thumb, so you shouldn't be matched with them at all, much less "frequently." The only exception is tournaments.

I get that, but he's just ruining the game for everyone who hasn't played with him yet.

OK, but BGA is not going to take action against someone who isn't actually violating any rule. They aren't going to try to read this player's mind to tell if they are playing extremely badly because they are just really bad at the game, or playing really badly just to ruin their partner's experience. Has this person said anything that indicates that they know what they are doing is bad strategically and they are doing it out of spite? How do you know they aren't just plain clueless at Tichu and think going Grand Tichu is fun (for them)?
Now if they are doing this for the purpose of kingmaking, maybe (big maybe) something would be done, but that doesn't seem to be your complaint.
And what remedy are you seeking? Do you want them banned from the site? Banned from Tichu? Have them told to "play Tichu better"? Better according to whom? Are they supposed to be given a list of hands they're allowed to go Grand Tichu with and they'll be banned if they deviate?

There are dozens of people commenting on this player telling others to avoid him. If a red thumbs down is the only option, I think that's pretty depressing for a site that says they want the player experience to be priority. There should be a system where if enough people thumbs down you, you get a temp ban or something. Your attempts of rationalization are coming across as snarkiness. I'm attempting to save people from wasting their time and enjoyment with this person but if you'd rather discuss meaningless points then go for it.

1) Until a couple weeks ago there was a system where a high ratio of red thumbs gave you a karma penalty. BGA removed it for reasons discussed in another thread. [I'm not saying whether I agree with that change one way or another, I'm just pointing you to that info.]
2) I'm not being snarky. Many times people complain on here saying BGA should "do something," but never concretely articulate what exactly it is they want. I invite you to draft the e-mail you wish BGA would send to this person and post it here.

A mechanic like this will have heavy unwanted side effect on people who don't deserve such ban. The masses are not always right.
