Trading two food for one online flaw?

This may have been brought up before but I couldn't find an entry. Is it a design flaw in the online version of the game that you can't trade two food for one of any food at any time in certain instances?
The instance I've noticed in particular is with birds that let you tuck two cards at the cost of one food, as the Canada goose does with wheat/seeds/grain. If you only have say, a fish and a mouse, and the Canada goose's ability would be activated, the game currently skips over it as you don't have the correct food.
Is this correct behavior in the context of the actual rules and I'm just playing incorrectly at home?
