Why some game remains in alpha ?

Hello,
I couldn't found the answer on the forum. Some game remains in alpha version even after a lot of approuval. For example : Citadel, point salad, super mega lucky box,...
Is there any reason ? Veto from editor or something ?

For point salad & super mega lucky box, it's licencing issues. I don't know for the others but it might be the same.

So people are programming games without obtaining licenses first?

It's usually more complex than that. Licensing are not always easy to clear because it involves legal stuff and legal stuff can sometimes be quite complex.
A game cannot reach alpha if the license wasnt cleared by BGA at some point (or at least thought to be cleared).
It is strongly discouraged to start developping a game without the license being cleared first.

Probably one of these:
- The publisher doesn't like the current state of implementation
- The publisher lost interest in BGA
- An unexpected legal issue has occurred
- The game has not gathered enough approvals
- The developer stopped working on the implementation

As Tisaac already said, without license the game cannot even reach public alpha.

Point Salad for example, went to beta, possibly even beyond that, I can't recall now, but then was moved back to alpha due to some kind of licensing issue.

I'm surprised that Citadel has a lot of approvals, because I played it once, about a month ago, and found a bug which IMO needs fixing before it goes to beta.

The number of approvals has little to do with the implementation's completeness.
In fact, it's much more dependent on the game's popularity.
