Why is the interaction rating for this game so low? Players interact directly throughout the entire game.

It seems "interaction" mostly means direct player-to-player interaction outside of the board (or cards, or whatever), like tradings in Catan, bluffing in Bang, etc. I believe in the French translation it appears as diplomacy. But the fact is there's no definition of what "interaction" means or guidelines on how to assign a number, and the developer apparently sets whatever they want, or leave at default, which is apparently 3.
