Sort of, by checking your personal statistics for the game. There is an ELO chart.
If you want to know the exact value, search the games by the date found there.

Maybe not. ELO is only supposed to be semi-meaningful as an average or trend. Peak values are mostly a matter of luck, especially with very luck-dependent games.
