Slow players in tournaments

I just played in a Puerto Rico tournament game where one player was mostly responsible for killing the round.They took a few days to start playing and soon ran out of time,eventually another player skipped their turns. Now,in the following round,I have been paired up with the slow player again.
Maybe you could introduce a mechanism for expelling a player from the tournament if they play very slowly and time out quickly and the game fails to finish properly.You could still allow them to compete in future tournaments.
