Dictatorship rule change?

I played two tables where dictatorship was played in the middle of an era and the player wanted to go up on the same track, but the game would not allow it. Gave an error message "same track already used this turn" or something like that.
Scenario 1: move to T11, use square option of "Printing Press", play Dictatorship and could not use it to go to T12 (lost game because of it) table: https://boardgamearena.com/table?table=443768438

I am sure I played Scenario 2 many times before and it always worked. Bug (I submitted a ticket already) or is it a rule change that came with the new Civ cards?

I don't know why . I have just understood you can't play it if, in the same turn, you adavanced in the same track you want to apply it. New rule ? I don't know. But when you plan it and can't do it with no reason, it is unbelievable to have not been notified by rule changes.

I won because of if. I think it is a horrible bug. Vote up the bug (https://boardgamearena.com/bug?id=104817), maybe it gets fixed faster
