why does the second place get a lot more Elo points here? as good as same starting ELO points as the number one. ?

You gain and lose more points when you've played less. So someone who has only played a couple of games will have a larger rating change than someone who has played a couple dozen, or hundred, etc.

This site has a FAQ that is linked to at the bottom of every page. That FAQ has a section about ELO calculation. That section about ELO calculation describes the K factor:

K, the 'elasticity factor,' has a value that depends on the number of games you have played: 60 for your first 10 games, 40 between your 11th and 20th games, 20 for your 21st onwards.

I think that's out of date, though, because the third place finisher in the linked game had K-factor 13.

Further down in the FAQ it is written that the K-factor is further adjusted in multiplayer games. What you cited is valid only for 2-player games...

Multiplayer K factor adjustment applies after K-factor boost. So, K-factor boost is valid in all games.
In this example: normal K factor (12.?) * 3 = boosted K-factor (37.?)
