Board Game Arena

This is Tactics/Pro, so the cards are placed left and right. It’s 5-players, so cards go from 1-54.
This starting situation seemed very unusual to me. Not just because of such low cards on the table, but also because my hand is low as well.

I’m curious how other players would play this. What card would you choose first? And would you have a plan for your second play?

11 and choose a row based on situation

I would choose 4 and then 2.
After that, I would try to put the second or third highest card on the table.

I did play 11 first, followed by the 10.

The danger of playing either the 2,4 or a higher card, is that it's possible row 2 will get full right away. If it gets full, and doesn't get taken, then I will have more cards under 13 than anyone else. Having the most cards trapped below it, makes me the most likely player to be forced to take that row later.
