What is going on recently with the elo system? I beat a player with a rank higher than 600 and got zero elo points...

I passed the FIDE Arbiter Certificate exam. I know what the Elo system is.
Today, for three victories in a row over nibe290 (rating 660), I was given 0 points. This is not the Elo system, this is something else.

What do you mean by 0 points?

You're right, it's something else.
Did you actually read that post, or did you just read the title and assume you know everything that lengthy thread is about?
To prevent this, any consecutive wins against the same opponent will reduce the amount of ELO points awarded from this victory. This reduction will be gradually higher as more consecutive wins are accumulated. This way, we encourage you to challenge other players to keep the original spirit of the ELO: show your skill at a game compared to the whole community, not just the same ones.

Sorry, but this is your invention. Тhe Arpad Elo system has nothing to do with it.
