Mid-game I could move two tracks. I moved grey and unlocked Level 3 (I think!) that adds +1 to rover distance. The other was the red that was already showing me with a rover move of 3. I would have expected that to change to 4 with the +1 unlock but it didn't and just stayed at 3. That might be "as expected" and I'm new to the game.

If you move Tech first and rank up to the 3rd level then you should be allowed the +1 on your Rover that same turn. It works when I do it,

I experienced the same issue as OP in a game today. I believe it’s a bug.
