Conservation project slot advantage

I just played a game where my opponent twice claimed the first slot in a conservation project while only meeting the requirements for slot two. For example, they claimed slot one for habitat diversity despite only having four regions represented rather than the required five. Is there a sponsor card that allows this?

Yes, two different sponsors. Both of them should be mentionned in the log if he used them

The two sponsor cards are "Breeding Cooperation" and "Breeding Program".
