Solo game start location

Does the human player always start in the Northwest, or is it function of color preference here at BGA?

The solo rules specify the player is green and the bot is orange.

Starting green, I go east, grab two recruits, then south to the border 2 recruits. There, no matter how many green or silver envelopes I have, I can never sign the recruits there. Bug or am I missing something?
