Moderated players allowed to Chat with people in their friend list.

I understand muting players in chat or forums who have been insulting or rude, but would it be possible to make it possible for people to chat with people in their friend list. Personally I prefer to red-thumb players who are rude to other people so I can relax while playing but when people in my friend list are muted and I can't talk with them it reduces how much I enjoy the site.
