Make a Blitz like format in arena.

I am a huge fan of ark nova, and as i can't have always friends to play with i mostly play in arena but I like when the game is fast and smooth...
However, even when i launch game in "fast" mode i cross a lot of players who just keep playing as slow as they can:
Trying a move, canceling it , try another, canceling again, and this on every turn... which is kind of boring when you have already plan your next 2-3 moves...
When those players reach out of time I do kick them but this is not a really good and fair solution...
I do understand that sometime you need to cancel a move because you forgot some detail but currently i found the fast format way to slow...
Couldn't it be possible to maybe rethink this to restrain players from joinding a format based on their actual average fastness?
Maybe in restraining the fastest format to people playing their move under a minute or so? Or maybe just lower the refill of time after each turn ?
I mean ark nova is an anticipation game, where you tend to plan your moves, 90% of time I play in less than a minute...
