Civ Card supposed to be secret

In the rules , any Civ card that has end game points is supposed to be secret, so why are ALL civ cards in the bga version shown to all players and pre-scored?
They are not shown, only immediate cards are shown and taken into account for score.
Maybe you dont realize that other dont see the same thing as you ?
